Job Description / Responsibilities:
Budget & Research Analyst
Information Technology Services Department

Reporting to the Chief Information Officer – IT Services, you are responsible for co-ordinating all budget related activities within the Department pertaining to the operating, capital and workforce budgets, providing status reports and cost information relating to departmental activities, and providing research and analysis on a variety of special projects.

This includes:

• preparing justifications, explanations and other pertinent information detail on labour and non-labour budget by activity centre;

• compiling, reviewing and analyzing executive and internal summary material on departmental expenses and workforce levels;

• ensuring that departmental goals & objectives properly reconcile with operating, capital and workforce budget submissions;

• preparing explanations regarding budget variances;

• working with Finance Department staff on the preparation of departmental organization charts;

• assisting in the preparation of departmental budget presentations;

• co-ordinating all budget preparation related activities pertaining to the Ten-Year TTC Capital Program for all of Information Technology Services ;

• co-ordinating and preparing all budget related monthly reports pertaining to corporate, branch and departmental requirements;

• assisting in the preparation of Staff Summary Sheets related to financial and workforce related issues;

• recommending and assisting in developing and implementing departmental policies and procedures to facilitate both adherence to corporate requirements and efficient daily operations of the department;

• liaising with Human Resources for all IT recruitment needs;

• providing supervision and direction for the Project Controls Analysts.

You will also be responsible for treating passengers and employees with respect and dignity and ensuring the needs of passengers and employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.

Annual Salary Range: $62,953.80 - $78,660.40 (Level 8)
Basic Requirements:
You require sound knowledge of standard accounting, budgeting and cost control principles, methods, practices and performance measures combined with a sound knowledge of financial research methods and techniques. You must have a strong knowledge of computers and software applications related to costing, budgeting and associated functions, and familiarity with relevant cost control systems. You possess strong analytical, problem solving, organizational, interpersonal, verbal communication, report writing and presentation skills. You must have the ability to analyze financial records and reports, locate errors and recommend solutions to problems. You require a sound knowledge of Commission policies and procedures as it relates to staff recruitment for the Department.

These abilities would normally be acquired through community college graduation in Accounting, Business Administration or other relevant field, or the equivalent, combined with prior work experience in a similar or related job that includes an annual cycle pertaining to the preparation of operating, capital and workforce budgets. You must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
